Chang is the founding member of Modality Law. He has over two decades of experience, having served as in-house counsel for private and public biotechnology, pharmaceutical, renewable fuels, and high-tech companies. As a co-founder of biotech and sustainability companies, he has hands-on experience and a deep understanding of legal, R&D, operations, and commercialization activities necessary to execute on the vision.

With extensive experience in intellectual property and transactions, Chang has advised clients across the life sciences, biotechnology, and high-tech industries on financing, strategic partnerships, licensing, and IP portfolio development. He has led high-value transactions including AI-driven therapeutics, nucleic acid delivery systems, cutting-edge therapeutic platform technologies, and foundational licensing transactions for university spin-offs. As in-house counsel for emerging companies, he has built global patent estates, guided financing efforts, strategized regulatory paths, negotiated clinical trial agreements, ensured export control compliance, and managed corporate rebranding initiatives. His experience also includes counseling on complex litigation strategies, evaluation of first-to-file generic products, and commercialization pathways for pharmaceuticals, bioethanol, and food technology.

Chang’s practice spans corporate transactions including licensing, corporate financing, governance, compliance, company formations, IP strategy and development, pre-litigation counseling, patent prosecution and portfolio development; due diligence, product clearance, and opinions; trade secret management; trademark prosecution; as well as regulatory and clinical matters. His clients include companies with novel therapeutic modalities such as gene therapies, nucleic acid delivery, therapeutic antibodies, cell therapies, peptides, virology, small molecules and medical devices; carbon mitigation, biofuel production, renewable chemicals production, synthetic biology, agbio, foodtech, and application of machine learning for various technologies. Leveraging his in-house experience, he serves as fractional general counsel and business consultant to a number of clients.
